Cyber cafes in Malaysia have been causing a lot of problems especially to the teenagers. It has raised concern by the public about this issue and government has announced that there will be some new guidelines to be enforced soon on Internet and cyber cafes in order to control these businesses. The guidelines that are been announced are:
1.Have to close by midnight daily.
2.Banned from using tinted glasses in their premises. (must be able to see through from the outside)
3.Only allowed to operate from the ground floor.
4.Those under 12 years old must be accompanied by parents or guardian and only allowed to stay up to 10.00pm.
5.Prohibited from providing gaming activities, gambling, pornography, music and publications with negative element.
6.Cigarettes and alcohol to be prohibited from being sold.
7.A book log to record the entry and departure time of the patrons.
The guidelines above are meant to solves the problems that caused by the people and teenager in cyber cafe. It has been reported that students are found to skip their class in school and stay in cyber café to play games with their friends. Most of their parent did not aware of their children daily act and thought their children were in school but actually not. Students also usually affected by their friends turn into a problematic teenager and cyber cafés are usually the hot spot for them to turn bad. Therefore, government and society are very concern about this issue.
Besides that, it has been found that teenagers surf on those pornography websites and gamble on the net in cyber café. They choose to do it in the cyber café because their parent is not around and they could do whatever they want. The main problem is that the management of the cyber café did not take any action and ignore them from those activities. If there is no action taking on this problem, we believe that it will get worst for the society as well as the next generation.
Furthermore, we could always see that people tends to smoke in cyber cafes, which is an indoor air-conditioner room. It will affect the health of those non-smokers by inhaling those second hand smokes. So, cigarettes and alcohol have to be prohibited from being sold.
Moreover, there has been a few case of fighting in cyber cafes due to several reasons like got insulted after losing a game from their opposition and the others. Hence, tinted glasses are banned to use for cyber cafes premises. It is because the situation inside the cafes must be able to see through from outside to prevent any fighting incident happen inside. It is happened because no one is watching towards them and prevents this incident to happen. Hence see through glasses is required so that people from outside is easy aware situation inside the cafes.
Hence, governments should implements those rules quickly and take serious action on this issue before it worsens. Public should work together with the governments to deal with this.

In addition, the government website is providing some guidance to citizens who need assistance for government information search or to make online transactions. By using the e-government, citizens can pay government bills, pay for fined, pay for loan or even find out more government new policies.

Secondly, citizens can enjoy the online services for free which provided by the government. Thus, government personnel will need to capture the knowledge and practices gained from the citizens. This will ensure that the government has the capacity to maintain the online service delivery processes, and in the long run continue to get on improvement initiatives. In addition, public confidence in online service delivery will be a key factor in the success of e-government. Hence, data security and protection of individual privacy are becoming increasingly important for all the citizens by using the internet.

There are various types of cash card in the market which enables the people to have many functions and benefits with their payment in a transaction. The most common cash card that people using are credit card which is a card enables us to purchase something and pay the bills later.

I believed that nowadays consumer might have a credit card on hand. Especially for employees whose salaries become RM 1500 above every month. Credit card debt is consumer debt which has to pay off every month. Credit card debt also called as revolving debt. The credit card debt included mortgages, household and monthly expenses. Consumer had excessive debt since they bought more than they could pay off every month. Furthermore, they only simply paid for the minimum amount of the month and accrual to the next month. This might due to credit card debt fueled continued economic growth.
In no particular order, there are certain common causes of debt includes medical problems, relying on credit cards, allowing for “fun” within the budget, reduction in income and failed business.
Medical problem considered is a debt to the consumer because the illnesses and unexpected medical emergencies could result the huge amounts of medical debt immediately. Consumer can not prevent using credit card such expenses during an emergency.
Another cause is consumer too relying on credit cards. Exactly, credit card is valued for consumer convenience, however, consumer using credit card as extra income. If consumer is purchase term are not meet their needs but request, then may be on the verge of serious debt trouble.
Besides that, allowing for “fun” within the budget is indicating consumer is spending the entertainment expenses for the first to go. Even though they are tight in money and expenses should have to be cut.
Failed business is a cause of debt which means people whose start-up a business fail and face the financial position. Particularly for small business, the business owner become personally liable for the debt incurred on behalf of the business.
In addition, people loses some portion of income that they is used to, it can be tough to adjust. Since people are spending their income as usual in daily. If people continue spend the same amount with reduction in income, definitely the income could not cover the expenses and people will in doubt.
Since the credit card debt causes is increasing in economic, however, there are some ways to prevent the causes of credit card debt growth.

By using the e-currency service on the internet like e- gold and paypal provide a convenient, secure, and cost effective for people. E-gold is a digital gold currency operated by Gold & Silver Reserve Inc. under e-gold Ltd., and is a system which allows the instant transfer of gold ownership between users. Besides that, E-gold is payment system that can let people to use gold as money.
On the other hand, PayPal is how business transaction parties send and receive money online. PayPal is substitute traditional paper methods such as checks and money orders. We can use it to make payments globally through the internet.

In this case, the bank wouldn’t even know, hence the consumer will be liable by self. Due to this reasons, of course, the risk is even greater in traditional forms of payment.
In fact, E-currency system depends a lot on the technology. We will worry that, if the power failure, unavailability of internet connection, undependable software and loss of records, especially when we rush to do the transaction. All this problems will add difficulties to users.
In conclusion, more and more advanced technologies provide a lot of convenient for us. However, we need to be carefulness when we using it, to avoid other people stolen our confidential information.
